This odd behavior happens everytime you customize Firefox toolbars. This is a Firefox bug and seems to be fixed on nightly builds.
Controle de Scripts extension has evolved a lot since its last version. Unfortunately, some Controle de Scripts XUL properties needed to be altered to integrate new features, losing some compatibility with previous versions. However, you won't lose your settings if you update Controle de Scripts.
You won't be able to install Controle de Scripts globally from a profile which has previously uninstalled a profile install. This happens because SeaMonkey 1.x can't register the same package twice on same profile. In this case, create a new profile to install Controle de Scripts globally.
Note 1: If you globally install Controle de Scripts, it will probably cause errors on profiles which has previously uninstalled a Controle de Scripts profile install.
Note 2: Even if you globally install Controle de Scripts, any profile which already have Controle de Scripts locally installed (only to profile) will keep using it's own version.
This is a SeaMonkey 1.x bug. If Controle de Scripts is really available on your language but is displayed in English, you have to change SeaMonkey interface language (to any other language), restart it, change back to your language then restart it again. Those steps should solve this issue.
